Once on the page, click on "Whatever_1.0.0_b" or "Whatever_1.0.0_b" to download the 64 or 32 bit version for Ubuntu. To get your hands on the Whatever DEB package, you will need to go to the Source Forge page of the project.
Also, the developer did not provide a PPA to give users an easy way to install through the Apt package manager. Le DEB package downloadable, because Ubuntu does not officially include anything in its software sources.
